    Steve Bass, Section Head

    The Seaport Section serves as counsel to the Miami-Dade County Seaport Department, also known as PortMiami. The Seaport is Miami-Dade County's second most important economic engine, contributing $43 billion annually to the local economy and supporting over 334,000 local jobs. It is recognized as the Cruise Capital of the World and the Cargo Gateway of the Americas. Our attorneys engage in a varied and sophisticated legal practice that includes transactional, administrative, legislative, environmental, maritime, and litigation matters. We work directly with Port management to negotiate, prepare, and review complex transactional documents ranging from cruise terminal development agreements with some of the world's largest cruise lines, to harbor dredging agreements with the Army Corp of Engineers, to cargo terminal agreements with international cargo lines and terminal operators, among others. We also draft and review Port related legislation, regulations, leases, licenses, other Port contracts, procurement solicitation documents, and free trade zone agreements.

    In addition to transactional work, our attorneys also handle most Seaport-related commercial litigation matters. The section has litigated construction, dredging, surety and environmental matters, antitrust, bankruptcy, and administrative law cases, as well as First Amendment, Commerce Clause, and other constitutional issues. We represent the Port in federal and state courts, and before federal and state administrative agencies.
