Chairman's Report (2017-2018)

Message from Chairman Esteban L. Bovo, Jr.

Two years ago, when I was elected by my colleagues to serve as the Chairman of the Miami Dade Board of County Commissioners, I set priorities that aimed at improving the quality of life for all residents of Miami-Dade County. Those priorities included improving our public transportation system thru the development and implementation of the SMART Plan, planning and construction of a new civil probate courthouse, rehabilitation and finding efficiencies within our detention facilities, making our community more resilient to climate change, and keeping our neighborhoods safer from senseless gun violence.

I am proud to report that your Board of County Commissioners has taken bold steps towards addressing all of these goals and much more. Below you will find some key legislation that has been adopted by your County Commission and the Mayor during my term as Chairman from 2017-2018.

Important Initiatives

HURRICANE RECOVERY, In 2017 Hurricane Irma tested the resilience of our community. The County Commission and the Mayor were working before, during, and after the storm making sure the essential services were impacted minimally. After the storm the Commission assisted with recovery efforts that included distributing ice, food, supplies, and helping clear roadways to ensure crews could work quickly and effectively. Part of the post storm activities included hosting a workshop to discuss ways the County could enhance its action plan in the event of a storm.

SUPPORT FOR FEDERAL INITIATIVES. The County Commission supported a federal initiative that urged the US Congress to adopt legislation requiring that Holocaust era insurance companies to oblige their commitments to life insurance policies.

GOVERNMENT TRANSPARENCY. To ensure more government accountability the Commission adopted legislation instituting a new process by which to allocate funds to community based organizations to ensure accountability and the Chairman’s Office instituted new outreach efforts by deploying new broadcast venues such as Facebook LIVE and Twitter Periscope. These new channels (Facebook: Miami-Dade Board of County Commissioners / Twitter: @MiamiDadeBCC) broadcast every County Commission meeting and make it easier for residents to engage with their local government. In addition, a new electronic agenda system is in the development process to allow for the Commission to go paperless. This new system will allow our county to become more efficient, resilient, and environmentally friendly.

    RECUPERACIÓN DESPUÉS DEL HURACÁN. En el 2017, el huracán Irma puso a prueba la capacidad de resiliencia de nuestra comunidad. La Junta de Comisionados del Condado y el alcalde trabajaron antes, durante y después de la tormenta con el fin de garantizar que las afectaciones a los servicios esenciales fueran mínimas. Luego del paso de la tormenta, la Comisión asistió en las iniciativas de recuperación como la distribución de hielo, alimentos, suministros y ayudó a despejar las vías para garantizar que las cuadrillas de trabajadores pudieran trabajar de forma rápida y eficiente. Unas de las actividades realizadas luego del paso de la tormenta fue la organización de un taller para analizar cómo el condado puede mejorar su plan de acción en caso de una tormenta.

    APOYO PARA LAS INICIATIVAS FEDERALES. La Junta de Comisionados apoyó una iniciativa federal en la que se le solicitaba al Congreso de los EE.UU. la adopción de una legislación exigiendo que las compañías de seguro de la era del Holocausto están obligadas a cumplir con sus compromisos de pago de pólizas de seguro de vida.

    TRANSPARENCIA GUBERNAMENTAL. Con el propósito de garantizar una mayor responsabilidad del gobierno, la Comisión aprobó una legislación que estableció un nuevo proceso de asignación de fondos a las organizaciones comunitarias para garantizar la responsabilidad; además, la Oficina del Presidente de la Comisión creó nuevas iniciativas de alcance comunitario mediante nuevos espacios de difusión como Facebook LIVE y Twitter Periscope. Estos nuevos canales (Facebook: Miami-Dade Board of County Commissioners / Twitter: @MiamiDadeBCC) transmiten todas las reuniones de la Junta de Comisionados, facilitando así la participación de nuestros residentes en su gobierno local. Asimismo, se encuentra en proceso de desarrollo un nuevo sistema electrónico de publicación del orden del día digital. Este sistema permitirá que el condado sea más eficiente, resiliente y ecológicamente responsable.
