Taxicabs

A taxicab is an eight passenger or less, exclusive of chauffeur, for hire passenger motor vehicle with at least three doors, which provides either street hail, E-Request, or any other on-demand or prearranged for hire service for compensation.

Cabs are equipped with a taximeter and the passenger controls the route and destination. Taxicab drivers must have a chauffeur's registration and the vehicles must be inspected.

  • Taxicab For-Hire License

    The Miami-Dade County Taxicab For-Hire License system is a medallion system which deems a taxicab for-hire license to be intangible property. The owner of a taxicab medallion can use the medallion as collateral to secure a loan from a bank or other financial institution.

    How to apply

    New Taxicab For-Hire Licenses are issued through a lottery or auction process only after approval by the Board of County Commissioners.

    Fees

    Cash is not be accepted. Fees can be paid by check, money order or cashier's check made payable to the Miami-Dade County Department of Transportation and Public Works. If renewing in person, the renewal fee can be paid by credit card (Mastercard, Visa or American Express).

    Expiration

    Licenses are valid for one year. The Taxicab For-Hire License cycle runs from February 1 to January 31 of the following year. License renewal forms are mailed to operators a minimum of 60 days prior to the expiration of the licenses.

    Additional business requirements

    Taxicabs must obtain valid inspection and operating permit decals from the Vehicle Inspection Station prior to starting operations. Chauffeurs must obtain a valid chauffeur's registration. Decorative/advertising decals or complete wrapping of one or more windows are prohibited on vehicles regulated under the various for-hire and where other transportation-related ordinances under its purview is prohibited.

  • Vehicle Inspections

    Any company or individual who seeks to provide transportation for compensation must be licensed, drivers trained and insured, and their vehicles registered, insured and inspected. For-hire vehicles are inspected at the For-Hire Vehicle Inspection Station. All vehicles being added to the For-Hire Vehicle system must be in the inspection line and ready for inspection no later than 1:00 p.m.

    The types of vehicles that require inspection include:

    • Taxicabs
    • Limousines
    • Passenger Motor Carriers
    • Non-emergency
    • Special Transportation Service (STS)
    • Ambulances
    • Child Transport Vans and Private School Buses

    An original, signed Vehicle Operating Permit Application must be presented at vehicle inspection.

    All Vehicle Operating Permit Applications signed by individuals other than the Permit/Certificate holder must have an active power of attorney on file with the Passenger Transportation Regulatory Division. An original, completed For-Hire Vehicle Inspection Station form must be presented at vehicle inspection.

    Vehicles are inspected for compliance with specific vehicle standards contained in the Code. These include, but are not limited to, brakes, tires, headlights, turn signals, horn, brake lights, cleanliness, and other safety and cosmetic components.

    Decorative/advertising decals or complete wrapping of one or more windows are prohibited on vehicles regulated under the various for-hire and other transportation-related ordinances. Vehicles are scheduled for annual, semi-annual or quarterly inspection according to vehicle age as outlined in the various transportation ordinances, or as a result of citations issued by field enforcement personnel.

    A vehicle which does not pass the inspection as a result of a safety deficiency will not be allowed to conduct for-hire operations until the deficiency has been corrected and the vehicle passes a re-inspection.

    Vehicle Inspection Fees

    • New Vehicle Inspection $70.00
    • Quarterly, Semi-Annual or Annual Vehicle Inspection, as applicable (all categories) $38.00
    • Vehicle Re-inspection (safety) $35.00
    • Vehicle Re-inspection (non-safety) $20.00
    • Replacement of Decal* $35.00

    *There is a replacement fee for lost, stolen or destroyed operating permits or decals.

    A notarized Lost/Stolen or Destroyed Permit/Inspection Decal Affidavit with applicable fees must be presented at vehicle inspection.

    Payment

    Inspection fees are payable at the time of inspection or re-inspection and must be via check, credit card or money order. Cash payments are not accepted.

  • Passengers

    Taxicab passengers should know the following about riding in a taxicab:

    • Passengers should make sure the driver is registered and the vehicle is licensed.
    • There must be a decal and/or license number on the exterior of the vehicle, and the driver's picture and registration number must be displayed on the vehicle dashboard.
    • Taxis in Miami-Dade County are required to have a SunPass transponder. This allows taxicab drivers to add tolls to the fares but at the discounted SunPass rate.
    • There is no per passenger or baggage charge. The fare is the amount shown on the meter, unless a flat rate applies. Flat rate taxi service applies to trips to and from Miami International Airport and the Port of Miami, the beaches, the Village of Key Biscayne and two zones close to the airport. Flat rate guides should be posted on the right rear passenger window.
    • The meter starts when the taxi begins the trip toward the desired destination.

    As a for-hire passenger you have the right to:

    • Outstanding service.
    • Air conditioning as soon as you enter the vehicle unless you request otherwise.
    • The chauffeur taking the most direct route unless you request a different route.
    • Be transported without fear or refusal.
    • A chauffeur who knows and obeys all traffic laws.
    • A radio-free (silent) trip. Smoke and incense-free air.
    • A courteous chauffeur who knows the streets of Miami-Dade County.
    • A receipt offered for the fare charged.
    • A clean passenger and trunk compartment and vehicle exterior.
    • Know the chauffeur registration number.
    • Be transported in compliance with the standards set forth in the Americans with Disabilities Act.
  • Rates

    Except where flat rates are operational, fares are determined by the taximeters, which are inspected and sealed at the County's Vehicle Inspection Station.

    The metered rate is calculated at:

    • $2.95 for first 1/6 of a mile
    • $0.85 for each additional 1/6 mile until 1 mile
    • $0.40 for each 1/6 mile after that
    • $0.40 per minute ($24 per hour) wait charge

    Trips to/from Miami International Airport to the Port of Miami cost $27. Road tolls are in addition to the metered fare. The passenger pays the lower SunPass rate.

    Tipping is optional but customary. The passenger is entitled to receive a receipt.
