Lobbying in Miami-Dade County

The Lobbyist Online Registration and Information System is used to register lobbyists and principals and provide searchable listings of those registered.

Lobbyist Registration is required within five days of being retained by a client or before engaging in any lobbying activity. Registration renewal is required by January 15th of each year. This online service allows lobbyists to register and pay the fee ($490) associated with lobbyist registration.

Lobbyist are defined as any person, firm or corporation seeking to influence any action, decision or recommendation of County Personnel (including the Miami-Dade Board of County Commissioners) or any public collegial body with delegated authority to act or make decisions or recommendations on the Board's behalf such as a council, trust, task force or review committee.

The principal and any employee whose normal scope of employment includes lobbying activities is a lobbyist, pursuant to the Conflict of Interest and Code of Ethics Ordinance (Section 2-11.1(s) of the Code of Miami- Dade County).

Prior to conducting any lobbying activity, all principals must authorize a lobbyist to engage or participate in lobbying activities on behalf of the principal.

Both the principal and the lobbyist must also declare the principal has not offered and the lobbyist has not agreed to accept any contingency or success fee (Section 2-11.1(s)(7) of the Miami-Dade County Code).

Ethics Training
All registered lobbyists must attend ethics training provided by the Miami-Dade Commission on Ethics and Public Trust within 60 days of registering and must also complete a refresher course every 2 years thereafter.
