Debra Herman is lead attorney for eminent domain, and has a unique practice focusing equally on real estate litigation and transactional work.
Prior to joining the County Attorney's Office, Debra was the Senior Eminent Domain Attorney at the Florida Department of Transportation, where she litigated complex eminent domain matters from 1994 through 2008. Debra also litigated commercial matters at Tew & Garcia-Pedrosa from 1991 to 1994 and at Mershon, Sawyer, Johnston, Dunwody & Cole from 1989 to 1991.
She has lectured as an expert in the field of eminent domain, and has been recognized in numerous publications as a top lawyer in her field. Debra has handled the acquisition of property for the public throughout South Florida, through negotiation, litigation and trial. Debra also has experience in complex real estate transactional matters, such as the Fisher Island sewer force main replacement, the Coconut Grove Playhouse transfer, the Coral Gables Pedestrian Overpass project, and Brickell Citicentre.
