Annery Pulgar Alfonso currently serves as counsel to the Department of Transportation and Public Works.  She litigates commercial and construction disputes on behalf of the department, handles procurements from bidding to award, advises clients on security and property-related matters, and drafts contracts.

In addition, Annery also works with the Board of County Commissioners and staff to provide legal advice and to prepare and review ordinances and resoultions on behalf of the Board.  She serves as legal counsel to the transportation committee of the Board of County Commissioners, the Transportation Planning Organization, and the Citizens' Independent Transportation Trust. 

Previously, Annery worked in the office's Federal Litigation section, where she defended the County and its employees in civil rights cases dealing with municipal liability, qualified immunity, and First Amendment issues.  She is currently still litigating a number of those matters, as well as federal lawsuits involving the Department of Transportation and Public Works.  Annery has also successfully handled numerous appeals before the U.S. Court of Appeals for the Eleventh Circuit.  She has also served as counsel to the Unsafe Structure Board and handled code enforcement appeals, tort litigation, and appeals before the Third District Court of Appeals.

Annery served as a judicial law clerk to the Honorable Adalberto Jordan, Circuit Judge for the U.S. Court of Appeals for the Eleventh Circuit.  She graduated magna cum laude from the University of Miami School of Law in 2011, where she was a Miami Scholar and an active member of the Helping Others Through Pro Brono Efforts (H.O.P.E) student organization. She also served as an Articles and Comments Editor for the University of Miami Inter-American Law Review and as a Fellow for the Miami STREET Law Program.
