Bruce Libhaber joined the County Attorney's Office in 1997. Bruce has extensive litigation experience having tried numerous jury and bench trials in state and federal court. Bruce currently practices in the Transportation, Commercial, and Tort sections of the County Attorney's Office. Since joining the office, Bruce has served as principal counsel to the Transit Department. He has served as counsel to the Citizens' Independent Transportation Trust since its inception in 2003.

In addition, Bruce serves as legal counsel to the Transportation and Aviation Committee of the Board of County Commissioners, the Metropolitan Planning Organization, and the Miami-Dade Sports Commission.  Bruce has served as counsel to selection and negotiation committees in the successful procurement and negotiations of numerous multi-million dollar transactions, including the design and construction of two extensions of the Metrorail system and public-private transit oriented joint developments.

Since joining the County Attorney's Office, Bruce has obtained favorable judgments and jury verdicts in matters involving torts, 42 U.S.C. 1983 cases, commercial litigation, and constitutional challenges to County code provisions. Bruce has also successfully handled litigation involving ad valorem taxation and unsafe structures and has served as counsel to the County's Unsafe Structures Board.

Bruce received his J.D. from the University of Pennsylvania in 1997. He earned his B.S. from Northwestern University in 1994, where he double-majored in Communication Studies and Political Science. From 2001 to 2006, Bruce served as an adjunct faculty member at St. Thomas University School of Law, where he taught Legal Research and Writing, Advanced Legal Writing, and Appellate Advocacy. He regularly lectures in the fields of construction claims and litigation.
