Comprehensive Emergency Management Plan

Miami-Dade County is vulnerable to a variety of hazards that threaten its communities, businesses and the environment. The Comprehensive Emergency Management Plan (CEMP) establishes the framework to ensure that the County and its municipalities are prepared to deal with these hazards.

The plan outlines the roles and responsibilities of the local government, state and federal agencies and volunteer organizations, and it coordinates the activities of these groups under the Emergency Support Function System.
