  • State Housing Initiative Partnership Program

    Miami-Dade County continues to participate in the State of Florida Housing Initiatives Partnership Program (SHIP), a source of funds dedicated to assisting very low, low, and moderate income households to purchase eligible housing or rent affordable housing within the county.  The SHIP Annual Report for the State of Florida Fiscal Year 2016-2017 is available upon request in person at the Public Housing and Community Development Department between the hours of 8:00 AM -5:00 PM, located at 701 NW 1st Street, 16th Floor, Miami, FL 33136, for public inspection and comment until 5:00 PM September 12, 2019.

    Requests for Proposals (RFP) for Project-Based Voucher Units

    Miami-Dade County’s Public Housing and Community Development Department (PHCD) is inviting owners and developers of rental property within Miami-Dade County to submit proposals for participating in the Section 8 Project-Based Voucher (PBV) Program. The primary purpose of this allocation is to create new units, rehabilitate existing rental units, and/or add existing units that are safe, decent and sanitary for rental to low-income families within selected boundaries.

    Due date: All applications must be received no later than Friday, August 23, 2019 by 2:00 PM (local time) at Public Housing and Community Development Department (PHCD), 701 NW 1st Court, 16th Floor, Miami, Florida 33136. PHCD’s business hours are 8:00 AM to 5:00 PM, Monday through Friday, except holidays observed by the County.

  • Natural Disaster Plans for Elderly Housing as per Resolution No. R-617-18

    In compliance with Miami-Dade County Resolution No. R-617-18, adopted by the Board of County Commissioners on June 5, 2018, the Public Housing and Community Development Department is hereby posting this notice on its webpage.

    Resolution directing the County Mayor or the County Mayor’s designee to require as a condition of receipt of State Housing Initiative Partnership, Documentary Stamp Surtax, Home Investment Partnerships, Community Development Block Grant, Building Better Communities General Obligation Bond programs, and other affordable housing funds for elderly housing, that all developers, borrowers, or grantees of such funds have a natural disaster plan and meet other requirements set forth herein; requiring that the County’s request for applications, loan funding agreements or grant agreements for the purpose of acquiring, constructing and/or rehabilitating affordable elderly housing shall contain provisions requiring such natural disaster plan; urging all developers, borrowers or grantees who have received funds from such programs for the purpose of acquiring, constructing and/or rehabilitating affordable elderly housing prior to the effective date of this resolution to implement some or all of the requirements set forth herein; creating exceptions; directing the County Mayor or the County Mayor’s designee to post or otherwise make available this resolution; and requiring a report.

  • Notice of Public Hearing for FY 2015-2019 Action Plans and FY 2013-2017 Consolidated Plan to Recapture and Reallocate CDBG and HOME Program Funds

    Notice of Public Hearing on proposed Substantial Amendments to the FY 2015-2019 Action Plans and the corresponding FY 2013-2017 (as extended through 2019) Consolidated Plan, and in order to recapture and reallocate Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds

    The Miami-Dade County Housing, Social Services and Economic Development (HSSED) Committee will hold a public hearing for actions described below on Wednesday, October 16, 2019 at 12:00 pm or, if the October 16th HSSED meeting is cancelled, at the next regularly scheduled HSSED committee meeting. The HSSED Committee meeting will be held inside the Board of County Commissioners Chambers located on the second level of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida 33128. The purpose of the hearing is to give the public an opportunity to comment on the following:

    • Authorize Substantial Amendments to the FY 2015-2019 Action Plans and the corresponding FY 2013-2017 (as extended through 2019) Consolidated Plan in order to recapture and reallocate $422,258.65 of Community Development Block Grant (CDBG) and $417.41 of HOME Investment Partnerships Program (HOME) funds.

    The proposed Substantial Amendments to the FY 2015-2019 Action Plans and the corresponding FY 2013-2017 (as extended through 2019) Consolidated Plan will be available for review beginning on September 18, 2019 online at https://www.miamidade.gov/global/housing/requests.page, for pick-up in person at the Department of Public Housing and Community Development, 701 NW 1st Court, 16th Floor, Miami FL 33136 or by requesting a copy via email at communitydevelopmentservices@miamidade.gov or by telephone at 786-469-2258.

    The public is invited to attend and comment. Comments may also be submitted in writing starting Wednesday, September 18, 2019 until Thursday, October 17, 2019 to the attention of Mr. Clarence Brown, Division Director at Public Housing and Community Development (PHCD), 701 NW 1st Court, 14th Floor, Miami, FL 33136 or via e-mail communitydevelopmentservices@miamidade.gov.

    The public hearing is scheduled to be held on December 9, 2019, at 9:30 a.m., at the Housing, Social Services and Economic Development Committee (HSSED) meeting, inside the Board of County Commission (BCC) Chambers, located on the second floor of the Stephen P. Clark Center, 111 N.W. 1 St., Miami, FL 33128.

  • FY 2019 Action Plan with Funding Recommendations

    Notice of Public Hearing on proposed FY 2019 Action Plan with funding recommendations for Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) program funds; and substantial amendments to the FY 2013-2017, as extended through FY 2019, consolidated plan and FY 2004 through FY 2018 Action Plans for the Recapture and Reallocation of CDBG, HOME, HOME COMMUNITY HOUSING DEVELOPMENT ORGANIZATION (CHDO), HOUSING DEVELOPMENT GRANT (HODAG), and ESG program funds.

    The Public is hereby advised that Miami-Dade County Public Housing and Community Development (PHCD) has scheduled a public community meeting on the date and time indicated below.

    This meeting will allow for public and stakeholder input on the 2020-2024 Consolidated Plan and Citizen Participation Plan, for the purposes of developing community priorities that will be used in the development of the County’s funding strategies for the allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership Program and Emergency Solutions Grant (ESG) funds received from the United States Department of Housing and Urban Development, in preparation of the County’s FY 2020-2024 Consolidated Plan and Citizen Participation Plan.

    A second general public meeting will be held for the public to have an opportunity to review and comment on a draft version of the proposed 2020-2024 Consolidated Plan and Citizen Participation Plan at a later date that would be publicly noticed.

    The public is being notified that the Miami-Dade County Draft FY 2018 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Programs will be available for review and comments from March 11, 2019 through March 26 , 2019 from 9 a.m. to 5 p.m., Monday through Friday at the Miami-Dade Department of Public Housing and Community Development, located at 701 N.W. 1st Court, 14th Floor, Miami, Florida 33136.
