Request for Applications, Proposals and Qualifications (RFA, RFP, RFQ)

PHCD administers the Miami-Dade County entitlement’s Community Development Block Grant (CDBG) Program and Home Investment Partnerships (HOME) Program, and on an annual basis advertises a Request for Applications (RFA) for various local entities to support housing and community development activities that meet HUD national objectives. PHCD also uses the RFA process to solicit applications for its Documentary Stamp Surtax (Surtax) and State Housing Initiative Partnership (SHIP) funding programs.

A Request for Proposals (RFP) process may be used by PHCD to solicit vendors to develop housing and/or commercial developments on county-owned land to benefit low- and moderate-income individuals. Grant funds or loan funds may be provided, depending upon the specific requirements of each project being solicited.

A Request for Qualifications (RFQ) process is less common and may be used by PHCD to solicit vendors to provide services in response to a specific set of written criteria.
  • FY 2019 Request for Applications For Ship - Homebuyer Education & Counseling

    Miami-Dade County, through the Department of Public Housing and Community Development (PHCD) is soliciting applications under this Request for Application (RFA) process to fund Homebuyer Education and Counseling activities with State Housing Initiatives Partnership (SHIP) funds.

  • FY 2019 Request for Applications (RFA) for Documentary Stamp Surtax and State Housing Initiatives Partnership

    Public Housing and Community Development (PHCD) is announcing the availability of the Fiscal Year 2019 Request for Applications (RFA) for Documentary Stamp Surtax (Surtax) and State Housing Initiatives Partnership (SHIP) funding for Multi-Family Rental, Elderly Housing, Workforce Housing, Public Housing, Acquisition/Rehabilitation, Small Developments, Innovations, and Homebuyer Education and Counseling. A Developers’ Roundtable Discussion will be held on Wednesday, July 17, 2019 at 10 a.m. at the Robert King High Board Room, located at 1407 NW 7 Street, Miami, Florida, 33125.  

    PHCD will accept written comments on the Draft RFA documents until Wednesday, July 17, 2019 at DeveloperServices@miamidade.gov .

  • FY 2018 Supplemental State Housing Initiatives Partnership (SHIP) Request for Applications (RFA)

    Public Housing and Community Development (PHCD) announced on December 10, 2018 the availability of the Fiscal Year 2018 Supplemental Request for Applications (RFA) for State Housing Initiatives Partnership (SHIP) funding for Homebuyer Education and Counseling. Copies of the RFA were available for pick-up from 8 a.m. to 5 p.m. beginning on December 10, 2018 at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. The application was also available for download on PHCD’s website.

    Completed applications were submitted to the Clerk of the Board, at the Stephen P. Clark Center, 17th Floor, 111 N.W. 1st Street, Miami, Florida 33128 from December 10, 2018 until January 9, 2019 (Monday-Friday except on Holidays observed by the County) and on January 10, 2019, completed applications were accepted during the hours of 9 a.m. and noon at the Department of Public Housing and Community Development located in the Overtown Transit Village North, 701 N.W. 1st Court, 14th Floor, Miami, Florida 33136.

  • FY 2019 Request for Applications (RFA) for Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and the Emergency Solutions Grant (ESG)

    Public Housing and Community Development (PHCD) accepted applications from October 1, 2018 to November 16, 2018 for the FY 2019 Request for Applications (RFA) for Home Investment Partnership Program (HOME) and the Emergency Solutions Grant. The public was given the opportunity to send questions regarding the FY 2019 CDBG/HOME/ESG books via email from October 1, 2018 through October 22, 2018. PHCD released its responses to public comments concerning the FY2019 Draft Request for Applications for CDBG/HOME/ESG books. These public comments were received August 15, 2018 to August 22, 2018 during the public comment period.

    Public Housing and Community Development (PHCD) announced on April 2, 2018 the availability of the Fiscal Year 2018 Request for Applications (RFA) for Documentary Stamp Surtax, and State Housing Initiatives Partnership (SHIP) funding for Multi-Family Rental, Elderly and Workforce Housing, Acquisition/Rehabilitation, Small Developments, Public Housing, Homeownership and Homebuyer Education and Counseling.

    Copies of the RFA were available for pick-up from 8 a.m. to 5 p.m. beginning on April 4, 2018 at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. The application was also available for download on PHCD’s website at www.miamidade.gov/housing. Comments and responses about the FY 2018 Surtax/SHIP RFA were received through March 29, 2018.

    Completed applications were submitted to the Clerk of the Board, at the Stephen P.   • Community Development Block Grant (CDBG) Funding for Special Economic Development Applications

    Miami-Dade County, through its Department of Public Housing and Community Development (PHCD), is soliciting applications to fund projects with CDBG funds for a Special Economic Development (SPED) Program. This action was approved by the Miami Dade County Board of Commissioners through Resolution # R-1046-17.

    This program will select Special Economic Development (SPED) projects, as described in the CDBG regulations found at 24 Code of Federal Regulations, Part 570 (CDBG Regulations), specifically at 24 C.F.R. 570.203. The proposed project must create one (1) job per every $35,000 of grant/loan funding; at least 51 percent of the jobs created must employ low-to-moderate income persons.  

    Application Forms and Attachments will only be available online.  Please check the PHCD website for updates and/or modifications to this application.

    SPED Grant Awards may not exceed $100,000 and the applicant’s budget cannot exceed $100,000 in CDBG funding per application. Please note that these funds should be identified as GAP funding in all funding applications.  GAP funding is the difference between existing financing commitments, including owner equity, for a project and the overall project cost. The initial funding amount available is $500,000.

    Please be advised this is a non-competitive process, each application will be evaluated based on its own merits. 

    • Applications will be accepted until all funding is depleted.  
    • Applicants must schedule an appointment with PHCD staff to discuss the application process prior to submission.

  • FY 2018 Request for Applications (RFA) for Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and the Emergency Solutions Grant (ESG)

    Public Housing and Community Development (PHCD) is announcing the availability of the FY 2018 Request for Applications (RFA) for CDBG, HOME and ESG Funds. Applications may be picked up from 8:00 A.M. to 5:00 P.M. beginning on Thursday, December 28, 2017 at PHCD’s office located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. The application may also be downloaded on PHCD’s website. Correspondence regarding this RFA should be sent in writing via email to the Clerk of the Board at clerkbcc@miamidade.gov.

    The deadline to submit a completed application is Monday, January 29, 2018, no later than noon. Completed applications must be submitted Thursday, December 28, 2017 to Friday, January 26, 2018 (Monday – Friday except on Holidays observed by the County) from 9 a.m. to 4 p.m. to the Clerk of the Board, Mr. Harvey Ruvin, Clerk of the Board of County Commissioners, Stephen P. Clark Center, 111 N.W. First Street, 17th Floor, Miami, Florida 33128.

    On the submittal deadline date of Monday, January 29, 2018, all applications must be submitted to Miami-Dade County Department of Public Housing and Community Development, Overtown Transit Village North, 701 NW 1st Court – 1st Floor, Miami, Florida 33136, submittal time: 9 a.m. to noon.
