David Clodfelter - Interim Director
Mr. Clodfelter has worked in OMB since 2009. In his capacity as OMB Senior Coordinator, he was responsible for coordinating multiple large and complex departmental operating/capital budgets (approximately $2 billion annually) from submission, developing the annual budget to year-end close-out, conducting complex revenue and expenditure forecasts, and making recommendations regarding the County's overall budgetary and fiscal programmatic policy and management issues. Mr. Clodfelter also oversaw the Countywide Infrastructure Investment Program (CIIP) and all General Obligation Bond (GOB) program activities, valued at approximately $170 million annually.
Prior to his role as OMB Senior Coordinator, Mr. Clodfelter worked in various managerial positions and was appointed Chief, Office of Budget, Audit and Performance Reporting, for Miami-Dade Transit (MDT) in 2005. As Chief, he was responsible for overseeing MDT's financial management, including the operating budget ($500 million), capital improvement plans ($4.3 billion), grants administration, performance/efficiency reporting, loss prevention, fleet management, and internal auditing. Under his leadership, MDT achieved significant improvement in budget administration and revenue reporting.
Throughout his career, Mr. Clodfelter has also worked in various administrative fields, including procurement, human resources, materials management, contract development/negotiation, emergency management, public information/communication, accounting, strategic/process management, grants management, and information technology.
Mr. Clodfelter holds an Executive Master of Business Administration (MBA) from the University of Miami and a bachelor's degree in professional management from Nova Southeastern University.
