U.S. Department of Energy (DOE) Grant Opportunity: BIL-Grid Resilience and Innovations Partnerships

This notice seeks to inform the public of Miami-Dade County Office of Resilience’s intent to submit a grant application to the U.S. Department of Energy’s BIL-Grid Resilience and Innovations Partnerships, under Topic Area 3: Grid Innovation Program, in response to Funding Opportunity Announcement (FOA) No. DE-FOA-0002740 on or before May 18, 2023. Miami-Dade County submitted a Concept Paper on January 13, 2023, and has been encouraged by DOE to submit a full application in accordance with the instructions and requirements contained within FOA No. DE-FOA-0002740.

If awarded, Miami-Dade County will implement the Miami-Dade County Distributed Collectively Intelligent Energy Grid for Community Resilience project, a 5-year, two-phase project that seeks to decentralize a small portion of Miami-Dade’s electrical system with a series of mini-grids within the larger grid, by establishing resilience hubs that serve our community by providing a line of defense in the face of hurricanes, flooding, and the crushing demands of heat waves.

The project will contribute to the decarbonization of our community and energy systems by demonstrating a network of energy microgrids to be deployed at MDC critical and priority facilities.  Microgrids will contain distributed energy resources (DERs) that include solar PV, stationary energy storage, flexible demand management, mobile microgrids, and Vehicle-to-Everything (V2X) capability while supporting system resilience, reliability, and affordability and linked within networks supported by advanced control, monitoring, analytics, and communication functions.

Because the funding for this opportunity comes from the Bipartisan Infrastructure Law, the project must demonstrate quantifiable community benefits through deep community and labor engagement, innovative DEIA and Justice 40 programs, and comprehensive workforce development.

Community Outreach

In an effort to obtain information and feedback from the community stakeholders and experts in labor, workforce development, community sentiment, and/or small-, women-owned, and minority-owned businesses that could benefit the project-in-development, Miami-Dade County will host several virtual public meetings.

  • April 27 from 5-6:15 p.m.
  • April 28 from 10-11:15 a.m.
  • May 1 from 3-4:15 p.m.

A Zoom calendar invitation will be sent via email upon receipt of an RSVP.

Additionally, on p. 35 of the FOA document, DOE announces their compilation of a “Teaming Partner List” to facilitate the formation of new project teams for this FOA. The Teaming Partner List allows organizations who may wish to participate on an application to express their interest to other applicants and to explore potential partnerships. DOE will regularly update the Teaming Partner List and make the list available on FedConnect and on the Grid Resilience and Innovation Partnerships (GRIP) Program web page.

DOE’s Teaming Partner List will be regularly updated to reflect new teaming partners who provide their organization’s information to DOE pursuant to their submission instructions, provided below.
