- On July 7, 2022, the Board adopted Ordinance No. 22-83 which institutes more rigorous standards for new and replacement onsite sewage treatment and disposal systems (OSTDSs) commonly referred to as “septic tanks” or “septic systems.” Ordinance No. 22-83 provided that the requirements governing the type of OSTDS to be installed would not become effective until January 1, 2023, in response to industry feedback and public outreach during development of the ordinance.
This period allowed for proper planning and transitioning by property owners, engineers, contractors, and the OSTDS industry to the new standards. Until that date, building permit applications that have already been approved by DERM to be served by septic tank may include septic models under the existing standard. In keeping with the educational campaign mandated by Ordinance No. 22-83, development applicants are being advised that no building permits will be issued after January 1, 2023 for septic systems that do not conform to the advanced treatment standards adopted via Ordinance No. 22-83. Hence, development applications (including plats) for parcels served by septic tanks that have not obtained building permits by January 1, 2023 will be required to conform to the advanced treatment standards adopted via Ordinance No. 22-83, regardless of when the application has been submitted.

Families and individuals with incomes ranging from 60 to 140 percent of the County’s median income constitute the workforce target income group and is the focus of our workforce housing program. The Area Median Income (AMI) for an individual living in Miami-Dade County is currently $68,300.
The benefits of building workforce housing include:- Impact Fees are waived for units designated as workforce housing and target up to 120% of AMI
- Density Bonuses allow for up to 25% more living units to be constructed in a development when a portion of the development is designated for workforce housing
- In addition to offering virtual appointments, design professional may request in-person appointments with plan review staff at the Permitting and Inspection Center to have questions about review comments clarified or to have minor re-works performed. The Department of Health (DOH) Supervisors’ List is now available in MeetQ. The Supervisors’ List will be available Monday through Wednesday and Fridays from 10 a.m. to noon. Customers can register for the list through the MeetQ System or by contacting 786-315-2100. Customers will be notified by text or e-mail when it is their turn, and the supervisor will contact them by phone.
If you need to meet with a DOH plan reviewer to discuss a disapproval comment, they are now available by appointment on Thursday’s Design Professionals day. Customers can schedule the appointment online through the MeetQ System or by contacting 786-315-2100. Appointments will be conducted by phone or through Microsoft Teams. If Microsoft Teams is used for the meeting, you will receive an additional invite with the meeting link prior to the appointment.
MeetQ allows customers to access various services offered by the Permitting and Inspection Center. Some of these services are offered on a first-come, first-served basis, while others are by appointment. We encourage all our patrons to review the MeetQ user guide for instructions.
Miami-Dade's Permitting and Inspection Center (PIC) has virtual services available.

This feature allows customers to submit online for Miami-Dade County reviews and approvals of Municipal Certificates of Use, Occupancy, Occupational, or any other business license that allows the establishment of a business at a location.
This process includes reviews from the Department of Regulatory and Economic Resources’ Division Environmental Resource Management (DERM) and/or the Miami-Dade County Water and Sewer Department (WASD). Other reviews or permits may be required based on the location and nature of the business.
First-time users are encouraged to review the Municipal CU user guide, which provides instructions for accessing the system, submitting the application, submitting corrections and viewing the approval documents.
- A new feature on the Plans Status & Application Submittal Portal that allows users to submit corrections (Rework) to a C, N, M Number directly is now available. Refer to the Rework Numbers User Guide for instructions for submitting a correction (rework) to a process number.

MeetQ, the Design Professional's Day Appointments and Queue Portal, allows you to access various services offered by the Miami-Dade County Permitting and Inspections Center (MDPIC). Some of these services are offered on a first-come, first-served basis, while others are by appointment. On the effective date, MeetQ will replace the QMS and e-Appointment systems that currently allow you to request appointments and sign up for services. If you try to access QMS or e-Appointment on or after July 14 you will be redirected to MeetQ.

Use the Plans Tracking, New Application and Rework Submission application to submit the following:
- New permit applications for building, roofing, electrical, mechanical or plumbing work that require the submittal of plans (initial submittals)
- Applications and plans for Zoning Improvement Permits (ZIPS)
- Applications to revise an existing permit including plan revisions and permit reissuance
- Submit corrections to existing permit applications and plans described above (reworks)
- For residential roofing permits, storm panels or accordion shutters, we recommend you use e-permitting.
- Guidelines for uploading documents in the Plans Tracking, New Application and Rework application.
Effective immediately, the Miami-Dade County Department of Regulatory and Economic Resources will be implementing new procedures for revisions on roofing permits.
Acceptable roofing permit revisions shall be allowed for material revision for existing roof permits categories; roof plan or job site conditions changes, i.e. drainage; adding square feet or revising square feet to existing permit categories; deleting a permit category for work not performed.
Existing roofing permits requiring a change to the roofing category and missing a category or require an additional category once issued, shall be corrected by obtaining a new roofing permit. The original permit is to be cancelled once the new one is obtained. Example changing from category 95 shingle to category 92 low slope Built Up Roofing (BUR) or new low slope category 92 to an existing tile or shingle roofing permit.
Commercial re-roofing permits, cannot be obtained using the e-Permitting system since it require a DERM review. The e-Permitting system is limited to reroofing permit for residential applications only. If a commercial re-roofing permit is obtained in error, then the e-Permit shall be cancelled once a new roof permit is issued for a commercial re-roofing project.
